|  | Welcome to the official homepage of Strengthening Social Dialogue for Innovation and Change in Turkey Project.
This Project is funded by the European Union and implemented by the ITC-ILO / DeLeeuw International Consortium for the Ministry of Labour and Social Security.
The EU-funded "SD Project": Strengthening Social Dialogue for Innovation and Change in Turkey On 3 October 2005 in Luxembourg the Council of the European Union approved a framework for negotiations with Turkey on its accession to the EU. In the meantime, the screening process of the European Acquis and the corresponding Turkish legislation has been opened and negotiations on the first chapters of the acquis have started. Parallel to accession negotiations the European Union and Turkey are engaged in an intensive political and cultural dialogue involving civil society as a whole and in particular the social partner organisations representing employers and trade unions. This dialogue aims at improving the mutual understanding and encouraging a debate on all aspects of the living and working conditions. Substantial funding is devoted to strengthening the social dialogue at all levels. The current social dialogue situation in Turkey 
The ILO working definition of social dialogue includes all types of negotiation, consultation or simply exchange of information between, or among, representatives of governments, employers and workers, on issues of common interest relating to economic and social policy. In Turkey, in spite of progress achieved over the past two years, there are still substantial challenges for ensuring genuine social dialogue. In spite of the creation at sectoral level of projects and institutions for vocational and continuous training there is a limited tradition of bi-partite collective bargaining both at national and branch level. The main reasons for this stem from existing legal arrangements that are not yet in line with the principles of freedom of association and freedom of collective bargaining and from a lack of a culture of cooperation between the government and the social partners as well as between capital and labour. Furthermore, according to a needs analysis undertaken during the preparation of the SD Project, there is lack of experience and training on the part of the staff members of both the ministry and the social partners. The approach of the SD Project A € 4.250.000 (YTL 6.800.000) Technical Assistance Project to put in place conditions for an active and autonomous social dialogue on 1st February has been launched by the Ministry of Labour and Social Security. The project is funded by the European Union and is jointly implemented by the International Training Centre of the ILO in Turin, Italy, and the Ankara-based DeLeeuw International Management Consulting. Its overall objectives are to assist the Ministry of Labour and Social Security and the social partners in enhancing their institutional capacities to participate in a meaningful social dialogue at all levels, to accelerate the adaptation of the legislation covered by screening chapter 19 “Social Policy and Employment”, and to prepare the national players to fulfil their future responsibilities within the framework of the European social dialogue and the EU policy processes in the areas of employment policy, social inclusion and social protection.
Scope of the work: An information database will be established, containing basic texts on social policy, labour law and social dialogue, court rulings, labour and social insurance inspection reports and statistics, a collective agreement register as well as related statistical information and reports to work with in all areas of social dialogue. A set of social dialogue measurable indicators to monitor and measure social dialogue progress in Turkey will be made available. By organising “awareness-raising conferences” to be attended by all relevant regional stakeholders the project will reach out to all major regions of Turkey. Basic information leaflets will be produced and disseminated. Training on a wide range of European social dialogue issues as well as on negotiation and communication skills will be delivered A grant scheme in the amount of € 1,890.000 will be implemented to support approximately 30 innovative, bi-partite activities at all levels of social dialogue. A procurement tender in the amount of € 500.000 will be released for purchase of training and database equipment for the ministry's training unit (CASGEM) and its EU Coordination Department, however no progress has been made within this component as of this writing.
Target groups: Senior officials and experts from the Ministry of Labour and Social Security, Trade Unions and Employers’ Organisations, Mediators, Social Insurance and Labour Inspectors, Scholars and researchers in the field of social dialogue, labour relations and EU Acquis.

|  | The X. Information and Awareness Raising Conference;
Closing Conference took place on November, 29th, 2007 in Ankara within
the scope of the “Strengthening Social Dialogue for Innovation and
Change in Turkey” project supported by the EU and implemented by DeLeeuw
International / ITC -ILO consortium for the Ministry of Labour and
Social Security. In total 180 people from the representatives of
Ministry of Labour and Social Security and social partners have attended
to the conference. The Closing Conference started with the presentations
of Mr. Cafer Yılmaz, Head of EU Coordination Unit, MoLSS and Mr. Antonio
Graziosi, Training Director, ITC-ILO on project results. Then Mr. Resul
Akay (BASK), Mr. Ahmet Aksu, (MEMUR-SEN), Mr. Tuğrul Kutadgobilik (TİSK),
Mr. Mahmut Arslan (HAK-İŞ), Mr. Namık Tan (TÜRK-İŞ), Mr. Numan Özcan,
European Commission Delegation to Turkey and Mr. Serhat Ayrım, MoLSS,
Deputy Undersecretary have delivered their speeches on project successes
and future projects. During the Conference, project publications have been
distributed to the participants. The Closing Conference has ended by the award
ceremony to the social partner representatives, presented by the

| IX. Information and Awareness Raising Conference: Employee INVOLVEMENT: bilateral social dialogue practices at enterprise level
19 November 2007, Monday, Etap Altınel Hotel, Ankara
The 9th Information and Awareness Raising Conference took place on November, 19th, 2007 in Ankara within the scope of the “Strengthening Social Dialogue for Innovation and Change in Turkey” project supported by the EU and implemented by Deleeuw International / ITC -ILO consortium for the Ministry of Labour and Social Security. In total 80 people including the representatives of Ministry of Labour and Social Security, ILO Ankara office representatives and social partners have attended the conference.
In the morning session in which the Project Training Expert Mr. Rüçhan Işık, the experts; Prof. Manfred Weiss (J.F Goethe University), Mr. Ludek Rychly (ILO- Social Dialogue Department), Mr. Niels Gron Sorensen, Confederation of Danish Industry and Mr. Erling Have, Project Acquis Communautaire Expert have delivered presentation on “Bipartite social dialogue practices at enterprise level in the EU countries”.
In the afternoon session which was chaired by the Head of EWU Coordination Department Mr. Cafer Yılmaz, the social partner representatives; Mr. Namık Tan (TÜRK-İŞ), Ms. Esra Belen (TİSK) and Mr. Şahin Serim (HAK-İŞ) have delivered their presentations on “Bipartite social dialogue practices at enterprise level in the EU countries”. 
As it is stated in the conference evaluation forms, filled by the participants, the IX. Information and Awareness Raising Conference have been very successful.
The last Information and Awareness Raising Conference: Project Closing Conference will take place on the 29th November 2007 at Swiss Hotel, Ankara.

VII. Information and Awareness Raising Conference: Grant Projects Closing Conference
15 November 2007, The Marmara Hotel, İstanbul
The 8th Information and Awareness Raising Conference: Grant Project Closing Conference took place on November, 15th, 2007 in İstanbul within the scope of the “Strengthening Social Dialogue for Innovation and Change in Turkey” project supported by the EU and implemented by Deleeuw International / ITC -ILO consortium for the Ministry of Labour and Social Security. In total 140 people participated to the Conference including the representatives of Ministry of Labour and Social Security, social partners and Social Dialogue Project Grant beneficiaries.
The conference started with the opening speech of the Social Dialogue Project Leader Mr. Luca AZZONI and the EU Coordination Department Head Mr. Cafer YILMAZ. In accordance with the conference programme, following the opening session, social partner representatives shared their opinions on the grant projects. The conference continued with the opening ceremony of the Grant Projects’ Exhibition in which all grant projects had the chance to present their project outputs. The project Grant Scheme Expert Ms. Gaye Erkan and Social Security Inspector Mr. Celal Polat have presented on the grant projects’ assessment. In the beginning of afternoon session, each project’s representative took the stage for a brief speech. Following that the panel has started in which the six grant project shared the best practices and lessons learned. At the end of the conference, in the Grant Scheme Closing Speeches, Ms. Figen Gültekin (CFCU), Mr. Numan Özcan (ECD) and Mr. Cafer Yılmaz (MoLSS, EUCD) have shared their opinions with the participants.

İstanbul Regional Training (12-16 November 2007)

Within the scope of the project “Strengthening Social Dialogue for Innovation and Change in Turkey”, the eighth and last regional training took place in İstanbul between 12 - 16 November 2007. In total 50 people representing Ministry of Labour and Social Security and social partner attended to the regional training. One week long regional trainings included lectures on Historical Development of Social Policy in EU, Acquis Communautaire in Social Dialogue, Opportunities for Practicing Bipartite Social Dialogue in Turkey, Communication skills for Social Dialogue, Practicing Tripartite Social Dialogue in Turkey, Negotiation skills for Social Dialogue and Ministry’s activities concerning negotiation with the EU and the harmonisation process.
Different from the previous regional trainings, a “Social Dialogue Project - Regional Trainings Closing Ceremony” took place on the last day of the training. In this ceremony, the regional trainings have been evaluated in general terms. At the end of the closing ceremony, İstanbul regional training participants received their certificates.
Under “Strengthening Social Dialogue for Innovation and Change in Turkey” project; 8 Regional Trainings took place in Ankara, Adana, Bursa, İzmir, Malatya, Trabzon, Samsun and İstanbul. In total 380 people participated in the Regional Trainings which are organized different regions in Turkey.

Samsun Regional Training (22- 26 October 2007)
Within the scope of the project “Strengthening Social Dialogue for Innovation and Change in Turkey”, the seventh regional training took place in Samsun between 22 - 26 October 2007.
In total 45 people representing Ministry of Labour and Social Security and social partner attended to the regional training. One week long regional trainings included lectures on Historical Development of Social Policy in EU, Acquis Communautaire in Social Dialogue, Opportunities for Practicing Bipartite Social Dialogue in Turkey, Communication skills for Social Dialogue, Practicing Tripartite Social Dialogue in Turkey, Negotiation skills for Social Dialogue and Ministry’s activities concerning negotiation with the EU and the harmonisation process. At the end of the regional trainings, participants received their certificates with a ceremony.
